Tender for Hampshire Household Waste Recycling Centres Contract

The County Council is inviting applications from suitably qualified companies for inclusion on a select tender list for the above. Details of the tender are given below and companies should submit the information requested in paragraph 4 / the Pre Qualification Questionnaire.

2. Details of the Work

The management and operation of a minimum of 23 and a maximum of 26 Household Waste Recycling Centres in Hampshire. Hampshire County Council has a duty under Section 51 of the Environmental Protection Act 1990 to arrange for places to be provided at which persons resident in its area may deposit their household waste. The principal purpose for which tenders are being sought is to enable the County Council to perform this duty.

Three contracts will be let, each for the management and operation of between eight and nine sites. The contracts will be for five years with options to extend for two further periods of one year. The contracts will commence on 1 January 2008. The estimated value for the 5 year contract is £5.5 million.

The Transfer of Undertakings (Protection of Employment) Regulations (1981 & 2006) may apply to this contract in respect of the transfer of staff from the existing supplier.

Tender documents will be sent out around 30 April 2007 to approximately 5-10 organisations.

The most economically advantageous tender in terms of price and quality.
