| New plant for War on Waste in south-west HampshireHampshire County Council's Roads and
Development Sub Committee will attach a number of conditions to the planning permission
for a new Materials Recovery Facility (MRF) at the Nursling Industrial Estate to protect
local amenities, minimise noise and prevent pollution.
The MRF is needed to help Hampshire meet the 25%
recycling target required by the Government and by Project Integra - the integrated waste
management strategy adopted by the eleven district councils of Hampshire, Portsmouth and
Southampton City Councils, Hampshire County Council and the private waste disposal
contractor Hampshire Waste Services.
The Nursling MRF will separate, process and store up
to 72,000 tonnes of recyclables including paper, cardboard, plastics and metal cans which
have been collected from households, mainly in the Southampton, New Forest, Test Valley,
Winchester and Eastleigh areas.
The Sub Committee visited the site in May and met
representatives of Test Valley Borough Council, Nursling and Rownhams Parish Council and
the applicants.
They found that the plan accorded with Hampshire, Southampton and Portsmouth Minerals and Waste Local Plan, and that there was good access to the motorway and that the MRF was not incompatible with other established uses on site. Further, the advice from the local Environmental Health Officer was that there would be no problems with dust and odour from the site and that the sealed nature of the building would prevent noise problems. That advice will be considered by the County Council's Applications Panel when it meets in the near future to make the final decisions on the conditions relating to traffic and noise. The Chairman of the roads and Development Sub Committee, Councillor Keith Estlin, said: "We have listened carefully to all the arguments for and against. This sort of facility is not easy to site but we are satisfied that it is important to help Hampshire meet higher levels of recycling to deal with the county's waste and that this need outweighs any adverse impact, which our advisors have told us is very limited and not unacceptable."14June 1999 For further information please contact Kate Hill at Hampshire County Council on 01962 847367 quoting reference a687L. |
