The agreed objectives of the Strategic Board are:

• to develop a long-term vision for waste as a resource,
• to prepare and co-ordinate the production and publication of a joint Recycling Plan,
• to interact with other stakeholders to promote waste minimisation and to achieve an economically, environmentally and socially sustainable waste valorisation programme,
• to work with and support other bodies who are in pursuit of developing, supporting and influencing the future direction of sustainable waste/resource management,
• to manage waste from outside Hampshire or from commercial and industrial sources if beneficial to Project Integra and Hampshire's residents,
• to follow the principles of Best Value
• to produce an Annual Business plan to set out the future financial, marketing and service direction of Project Integra,
• to conduct any other activity in accordance within the general scope of responsibility, provided it continues to promote, develop or secure the role of Project Integra

At the first meeting of the Board, the future agenda was agreed as: exploring opportunities for finance and funding; developing links with other bodies; influencing government and its agencies; identifying markets for materials; exploring the possibility of other local authorities joining Project Integra; preparing a draft Annual Service Plan and developing a training programme for members.

A Policy Review and Scrutiny Committee was established to help set the future agenda and to challenge and review the actions of the Management Board.

Both the Strategic Board and Policy Review and Scrutiny Committee meetings will be held in public (unless there are matters of a commercial and therefore confidential nature).
