Councillor Charles
Lynch Councillor Lynch was born in Londonderry, Northern Ireland. He is married to
Margaret and they have three married children and three grandchildren. They have lived in
Yateley, Hampshire for 36 years. Head of Management Resources, Environment Grouping Hampshire County Council, and Director of Project Integra. Bob Lisney has worked for Hampshire County Council for 25 years. His experience in consultancy and personnel have been used to lead an experienced professional team and a developing network which has, over eleven years, implemented an internationally acclaimed integrated waste management partnership and strategy Project Integra. He has visited waste management facilities across the UK, EU and USA, and is involved in a number of national organisations including the National Waste Awareness Institute, Resource Recovery Forum, IWMs waste Prevention group, and the CSS Waste Management Committee. In the Millennium Honours list he was awarded an OBE for services to Sustainable Waste Management, and has recently been voted Municipal Engineer of the Year by the Surveyor Magazine. David Dougherty founded the Clean Washington Center in Seattle which, during the 1990s carried groundbreaking work on tackling the barriers to more sustainable waste management, particularly through the development of both new and existing markets for recycled materials. His unique knowledge and experience are recognised around the world and he has already been involved in the development of market development programmes in Spain, the Philippines, Australia, New Zealand and the Czech Republic. The Clean Washington Center recognised the need to understand the engineering properties of recycled materials and develop new uses based on those intrinsic values. Understanding this basic principle to a focus on alternative applications for recycled materials. As a result of their work, the Center was designated by the US Government as the National Center for Recycling Technology. His current role is advising DETR on the development of the WRAP programme in the run up to the launch. The aim of WRAP is to secure a significant increase in recycling of wastes, and an expansion in the markets for secondary materials. It will also seek to reduce the costs of sustainable waste management by promoting the development of new technologies and dealing with market failure in the recycling and reprocessing industries. It will have a key role in research and information management with the aim of promoting innovation in both reprocessing and manufacturing. Leader of Hampshire County Council Councillor Thornber is one of Hampshire's most experienced members and was first elected to the Council in 1977. He has been a member of the Policy and Resources Committee, which oversees the Council's budget and major issues, for 15 years and has also chaired the Personnel Sub-committee for two years, in addition to membership of the Public Protection and Social Services Committees. The new Leader was a member of the Hampshire Police Authority for 22 years, including four years as Vice-Chairman. Councillor Thornber is a graduate in business studies and was a management consultant before he retired earlier this year. He is a former Vice-Chairman of the Family Health Services Authority of Hampshire and Chairman of the Hampshire Ambulance Services NHS Trust. Board Director of South East England Development Agency (SEEDA), Chair of Sustainable Development. Appointed in 1998 as one of the Local Authority members of the Board, member of Mole Valley District Council. Kits two main interests are environment and families. Trained as an economic geographer, she worked as a teacher and brought up a family. Initiated a charity serving families of Surrey Family Line Surrey. Peter Jeffs BSc SRN MCIEH MIOSH DMS Head of Environmental Health Test Valley Borough Council With a degree in Human Biology and qualified as a nurse, Peter Jeffs then
trained as an Environmental Health Officer with the London Borough of Ealing. Though
specialising in Occupational Safety he carried out all Environmental Health functions for
many years as a field officer, and team manager for Wycombe District Council. He became a
Deputy Director for a joint Environmental Health and Trading Standards service in
Barnsley, and upon reorganisation assumed the role of Head of Environmental Health, also
managing the Council's cemeteries and crematorium. As well as leading an environmental
advisory group to the Ukraine, a major piece of work involved a partnership approach to
resolving major contamination of rivers by minewater. Later he was also asked to manage
the Waste and recycling function which included collection and disposal responsibilities
for household waste. |
