Session 1
Constraints to closing the loop

  • Transport
    - Gloucester. Nearest plant Kent
  • Proximity
    - Markets
    - Distribution
  • Unstable markets
  • Scale of collections
    - Amount
  • Storage
  • Quality of product
  • No collection for cardboard, only paper
  • Some councils no collection
  • No uniformity for collection of materials
  • To reach targets need to get paper out but there are not always markets available for all types
  • Contracts available are long term
  • - Takes flexibility out of markets

  • EU Policy
  • Science of information available to those who make the decisions
    - No single right answer
  • Need to look at all options and alternatives
  • Could industry recover materials
  • Lack of green procurement
    - Awareness (lack) of products available and the quality
  • Need to look at alternatives for printing and reading information ie email, internet
  • Self limiting process
  • Competing markets – as more research is carried out to find them
  • Open knowledge for decision makers (Research and Development)
  • Inks etc used on Newsprint could cause problems for end market
  • Intervention (lack of)
  • Standards for grading
  • Bring sites can cause problems

Summary

  • To get things moving, you need a critical mass in order to achieve the closed loop.
  • Over complexity
  • Need strategic thinking
    - WCAs/WDAs work together
  • We don’t want to re-invent the wheel
    - Look at good examples that have already worked.
  • Look at targets
  • Wider networking/partnerships not just within waste area.
  • Needs to be debated at a higher level?
  • Need "joined up" Government steering

Closing the loop locally – what can we do?

  • More people understanding what we produce
    - Waste analysis
  • People and information
  • Look for commercial opportunities and communicate
  • Co-ordinated approach
  • Education of the public
    - Commercial as well as domestic
  • Explanation of constraints – markets
  • Pressure on Government to allow us to use the tools to meet targets – charging for disposal (domestic)
  • Identify end markets
  • Green procurement
    - Specify standards
    - Regional
    - Some have them but don’t enforce
    - Monitoring
  • Look for local opportunities
  • Pricing structures for contracts
  • Incentives for reducing waste for collection companies
  • Identify the paper industry and what they do and use
    - Ie commercial Recycling Directory
    - Work with other areas

Session 3

Three Solutions

PAPER

  • Extend markets by identifying alternative end uses
    - Marketing of the product
    - Problems
      - Difficult to segregate
      - Promote some for home composting
      - Developing packaging uses? Legislation needs to be      reviewed
      - Diversion of waste
  • Research and Investigation – insulation material
    - Trials with LAs
    - Promote for business
  • Cardboard construction material
    - Could we introduce this in the time?
  • Fuel? Closes the loop in terms of recovery
    - EFW – ash reused in roads
  • Weatherboard – paper and plastic film fused
  • Map of different functions/purchasing in order to look at markets
  • Encouragement to set up local plants and facilities (proximity)
    - Identify areas
    - Partnership with other LAs
    - Talk to companies to locate in other areas
  • Need to look at value of material
    - Is it better to go local or not?
  • Investigate the scientific/engineering properties of the material
  • Lifecycle analysis
  • Need clarity of direction
  • Need other "levels" of decision makers
  • Introduce a BS for commerce/industry
    - EMAs/ISO14001 – voluntary at present
    - Encouragement to use existing BS
